Shifting Punishment onto Minorities: Experimental Evidence of Scapegoating

Abstract Do members of a majority group systematically shift punishment onto innocent an ethnic minority? We introduce experimental paradigm, punishing the scapegoat game, to measure how injustice affecting member one's own shapes unrelated bystander. When no harm is done, we find evidence discrimination against minority (Roma people in Slovakia). In contrast, when harmed, ‘passed’ individuals more than doubles they are from minority, as compared dominant group.
